PRACTICING ASSESSMENT IN ALBERTA HANDBOOK (PAAH)

The Property Assessment in Alberta Handbook (previously named the Market Value and Mass Appraisal for Property Assessment in Alberta Handbook, June 1998) has been written to assist assessment professionals who are responsible for preparing annual municipal property assessments in Alberta. Alberta’s assessors are responsible for preparing these assessments according to provincial legislation and in an objective, consistent and equitable manner.


This handbook is a joint initiative of the Alberta Assessors’ Association (AAA) and Alberta Municipal Affairs (AMA). The handbook is available at no cost to regulated members of the AAA, and at a cost to non-regulated members and the public.


DISCLAIMER

The handbook is not intended to be a substitute for an assessor’s due diligence in arriving at a property’s assessed value. This handbook must be used in conjunction with the relevant Alberta statute, regulations, and guidelines. In preparing annual assessments, assessors should also be aware of, and be in compliance with, the Uniform Standards of Appraisal Practices produced by the Appraisal Foundation. These standards are sanctioned by the affiliate organization of the AAA, the International Association of Assessing Officers (IAAO).


While this handbook may not always provide a detailed explanation of the valuation process for a particular property type, every effort has been made to include a listing of material that can be referenced by the assessor when further information is required.


Information contained in this handbook is provided solely for the users’ information and, while the intention is to be accurate and up to date, the material is provided strictly “as is” and without warranty of any kind.
